Is it possible to sit for the exam and get the license but never become a practicing real estate agent? Just as a sort of safety net?

What are all the differences between a real estate salesperson (licensed) and a Realtor?

My cousins took a major sbuject in Real Estate. I donn’t inderstand when he talk about real estate consultant realtor.
